Centre for European and Constitutional Law
The CECL (GR) is a leading non-profit research institute in Greece. It coordinates the National Focal Point of the Fundamental Rights Network (FRANET), of the European Union Agency on Fundamental Rights (FRA) and collects data and conducts research monitoring the reality of fundamental rights (including on data protection issues). It is experienced in facilitating cross country, evidence-based research and analysis and strengthening the capacity of public bodies; assessing impacts and creating evidence basis for sustainable reforms and providing innovative capacity building. The CECL has contributed to a number of activities on judicial cooperation in civil and commercial matters, including feeding into the JURE database and has extensive experience in managing grants and EU projects. It currently manages a number of grants on free movement, victims’ rights, non discrimination policies and the Charter of Fundamental Rights, among others. The Centre is certified for its services by ISO 9001:2008.
Hellenic Data Protection Authority (HDPA)
The Hellenic Data Protection Authority (GR) is an independent public authority with the task to supervise the implementation of the data protection law and regulations. The Authority has the power to issue instructions or recommendations for the uniform application of the data protection law, to denounce any breach of the law to competent administrative and judicial authorities, to conduct administrative reviews, to co-operate with the respective authorities of other member states, to examine complaints and to impose administrative sanctions. Also, the Authority’s mission includes the information and awareness raising on data protection of both data subjects and representatives of data controllers and processors.
The Commissioner for Personal Data Protection (CY)
The Commissioner for Personal Data Protection (CY) is an independent authority and has the competence to supervise the effective application of the data protection law in Cyprus, for both the private and the public sector, including the Police. The Commissioner’s functions include the power to grant the licenses provided by the Law, to issue guidance, rules and recommendations, to examine complaints and conduct administrative inquiries, to impose sanctions for breaches of the Law, to express an opinion on any regulation relating to the processing of personal data and to cooperate with other Data Protection Authorities in Europe. The Law for Processing of Personal Data (Protection of Individuals) came into force in November 2001. The Law was introduced in the context of the harmonization process and specifically with EU Directive 95/46/EC. At the same time, the Cyprus Parliament ratified the Convention of the Council of Europe for the protection of individuals with regard to the automatic processing of personal data. The Commissioner’s Office was established in May 2002 and has currently six data protections officers, one IT and six support staff.
The Laboratory of Law and Informatics (LLI) of the National and Kapodistrian University of Athens
The Laboratory of Law and Informatics (LLI) of the National and Kapodistrian University of Athens aims to propel research in the field of law and new technologies. Legal Informatics is an innovative multidisciplinary field with main focus on the relationship between Law and Computer Science. The University has a long track of trainings in a wide spectrum of disciplines. The LLI has also organized awareness events on data protection in many sectors (data protection reform, process of data by authorities).

The University of Cyprus is the oldest University in Cyprus, established in 1989. Original research is one of the primary activities of the academic staff at the University of Cyprus. The University’s research programmes cover a wide range of fields. It is member in several international university organizations and networks and cooperates with universities and research centres in Europe and internationally, for the promotion of science, scholarly research and exchange of information.
